Municipal and Environmental Attorney

Mark is the principal municipal and environmental attorney at Miller, Mannix, Schachner & Hafner, LLC, representing various Towns in Warren, Washington, Saratoga and Essex Counties. His practice includes extensive participation in regulatory proceedings before the New York State Department of Environmental Conservation, Adirondack Park Agency and Lake George Park Commission. He is author of the chapter entitled “Environmental Law – New York State Environmental Quality Review Act (“SEQRA”)” in the book Pitfalls of Practice published by the New York State Bar Association in 1993 and 2002.

Mark has lectured about municipal, environmental, planning and zoning law matters at numerous seminars throughout the State and is an adjunct faculty member of Skidmore College, where he taught the course “Environmental Legal Issues” in the Environmental Studies Program. He also serves on the Board of Directors of the New York Planning Federation. Mark came to the Adirondack region over thirty years ago to combine his professional interests with his avid enthusiasm for outdoor sports and recreational activities.

He is a past member of the Board of Directors of the Feeder Canal Alliance and the Town of Queensbury Recreation Commission and was one of the founders of the Queensbury Land Conservancy and the Southern Adirondack Spokes (People) Bicycle Club
